The policy briefs would also be defined by the "level", with each level further defined by the specific locality or state.

- Regional (ie, multi-state)

- Global
For now, nation would default to USA. But, we hope that in the future the system will become global, in which case the "national." For now, "global" will be used for truly global issues like the environment.
