User permission levels

We're going to want user login not just for administrators, editors, and reporters. We're also going to want to have a user login with perhaps two levels: reader and contributor.

 

The reader level will be for users who want to have some page customization that we might incorporate (e.g., display certain issue areas on home page, subscribe to e-alerts, etc.).

 

The contributor level will be for users who want to submit items for inclusion in the site. This level would allow entry of discrete items whereas reporters would be given access to a higher level of adding/editing functions. With this level in mind, we'll want to have "Submit new ____" on most pages of the site, with the blank space filled in with the type of item the page is displaying (e.g., meeting announcement for a meetings page, available funds announcement for that page, etc.). We might even consider two levels of contributors: one for basic submissions and the other for on-going submissions (e.g., we might try to encourage a wiki-style contributor who regularly adds items to a section of the site where they have expertise). These at-large contributors are different from reporters in that they won't be officially on the staff of a bureau.
