"Functional Areas" need to be separated from "issue Areas." These could easily be parent-child relationships, though the confusion would come when we select issue areas that fit more than one functional area.
So, for our purposes, perhaps we should have a single field as we now have for "Issue Areas" that we can nest under each other. That would mean three levels:
- Functional Area [e.g., Preparation for Life & Work]
- Issue Area [e.g., Education]
- Sub-Issue area [e.g., Special Education]
There could be one table where we define these centrally. This table definition would form the levels shown on the left side of the News and Research sections of the website.
But the data entry screen would simply list all issue and sub-issue areas alphabetically. This would make data entry easier. It would also separate data entry from issues of page layout and design.
