Missing data entry fields

There are several missing data entry fields. For all news stories, we'll need:
- Organization
- Contact Person
- Contact Title
- Contact Phone
- Contact Email
For specific types of news items, we'll need some additional fields:
- Available Funds need a "Proposal Due Date" field
- Proposed Regulations need a "Comments Due Date" field
- Meetings need several fields: "Meeting Start Date", "End Date" "Meeting City" "Meeting State".
