Adding new sites under "System > Sites"?

I can see that there are five active and two inactive websites in the framework.
I see that I can add a new website, so I added Princeton (with the parent being Policy Options NJ). However, I cannot get the site to show up for end-users (though I can get to the Edit Mode from princeton.policyoptions.org). Obviously, there's a lot more to setting up a new website than I know how at this point.
