The Fels Institute of Government at the University of Pennsylvania is now accepting applications for 2027 admission to its Master of Public Administration (MPA) and Executive Master of Public Administration (EMPA) programs. Through Fels’ partnership with the Bonner Program, eligible members of the Bonner community have access to financial benefits and individualized support as they consider graduate education in public administration and public service.
Fels prepares students for leadership and impact across the public, nonprofit, and private sectors through graduate programs that combine academic study with practical, real-world applications. For Bonner students and alumni whose experiences have centered on community engagement, service, civic leadership, and addressing public challenges, the MPA and EMPA programs provide an opportunity to continue building the skills necessary to translate those experiences into careers in public service and leadership.
Bonner Partnership Benefits
Through the partnership between Fels and the Bonner Program, eligible applicants receive a guaranteed $15,000 scholarship toward their Fels education as well as an application fee waiver, regardless of when they apply during the admissions cycle.
Virtual Information Sessions
Prospective students interested in learning more about Fels are encouraged to attend one of the Institute’s monthly Virtual Information Sessions. These sessions provide an overview of the MPA and EMPA programs, the admissions process, student experience, and opportunities available through Fels.
Fels also offers prospective students the opportunity to meet individually with a member of the admissions team via Zoom. Bonner students and alumni who would benefit from a personalized conversation about program options, the application process, scholarship opportunities, or the Fels student experience are encouraged to connect directly with the Fels admissions team.
